[Bug]Insta-kill pipe

Priority: Medium(High if we're really worried about minges doing this)
Description: Pipes can 1-tap people with headshots, even if they're full armor.
Steps to reproduce: Fucking around in lowpop hours with Vinyl, CJ, and Generic
Additional notes (console errors, screenshots, etc): The pipe is super busted right now in terms of damage, if a minge gets ahold of one, he could sneak up on AFK CPs to S2K melee them.

Um.

You don't wear armor on your head, and if someone hit you with a metal pipe with full force IRL, your skull would surely fracture.
While I understand it is too much from a gameplay side of view, we can't do much until we switch melee weapon base, which should hopefully be Soon™.

Which is why CPs are not allowed to go afk and get auto-kicked for doing so.

Again, this'll resolve itself when we switch weapon base.
