In the wake of Earth’s liberation by the Combine Empire and the conclusion of the 7-Hour war, the Combine Engineering Core emerged as the global driving force behind reconstruction, remodeling and the urban center project. Comprising of skilled engineers, electricians and various tradespeople, the organization successfully shaped a new era for Humankind.

Five years after the establishment of the Combine Engineering Core, with several urban centers completed, the need for a more localized branches became evident. This led to the inception of the Civil Workers’ Union, an organization designed to cater to the unique needs of each individual city. The Workers’ Union has become a stalwarts force, enduring through time and committed to steering humanity towards a future that extends beyond the stars.

As our newest member, entrusted with the legacy of those who came before, it is your turn to embrace the tools and responsibility to continue the work of our unification. Our collective determination ensures that our journey is one of continual progress and achievement.

Hierarchy

The Civil Workers’ Union relies on a simple and minimalistic yet powerful ranking structure to accomplish mandates efficiently. It should be noted that some ranks are not mentioned here, including ranks that correspond to the District Cabinet of the Global Authority.


Regional Director
The Regional Director is the current sitting leader of the Civil Workers’ Union in the District they finds themself in. They are responsible for the integrity of the local branch of the Union and all of its assigned tasks, be it the usual manufacturing, infrastructure maintenance or more advanced tasks, as ordered by the Global Authority.

Foreman
Foremen are high-ranking members of the Workers' Union who are the 'right-hand' to the Regional Director of the organization, and are responsible for managing both the logistical and production operations of the Civil Workers' Union and the organizations various warehouses. They have access to the district's token vault, district stock, they're able to hire new Interns and promote up to Senior-Worker.

Senior Worker
Senior-Worker's are competent and experienced members of the Workers' Union. Their tasks don't differ much from the standard Workers, except that they can be seen as mentors to Interns and other Workers, they're able to take the exams of Interns and promote them to Worker subsequently. They are also able to assign labor points, they're authorized to manage the district stock if they have the proper certifications.

Workers
Workers are tasked with everything the Civil Workers’ Union does. Be it workshifts, business management, city repairs, handing out licenses and infrastructure maintenance or anything else akin to it. They are authorized to manage the stock of the headquarters and are authorized to be trained for several certification specializations.

Interns
Interns are initiates to the organization and act as assistants. They are attached to a worker, who will teach them the ins and outs of the job, such as how to do shifts, count stock, work the counter, assist people, etc. When ready, Interns may seek out a Senior-Worker or higher to do their exam, consisting of a few basic questions and finished up by an overseen workshift.​

Logistics

Business Registration


To register a new business, one must seek out a community uplink terminal and follow the procedures listed upon it, after the application being approved by the terminal, you will need to seek out a Worker at the very least.
From there on out the Worker will inspect your application form, in which you have already selected the establishment you intend to occupy. The Worker will complete and formalize your application, handing you the keys of the establishment, a business license, and informing you about rent.

The applicant can use their store for whatever purpose they see fit, if the location sees use and activity. You can sell goods, provide a service or anything else.
There are two ‘types’ of business licenses. Working-Class and Middle-Class, a Working-Class business license is only able to occupy a stall, and a Middle-Class business license can occupy a stall and a building.

The costs for a license are 5 WorkForce coupons for a building, and 2 WorkForce coupons for a stall.


NOTE: MIDDLE-CLASS BUSINESS LICENSES ARE TEMPORARILY ALSO AVAILABLE FOR WORKING-CLASS CITIZENS.

Business Insurance
The Civil Workers’ Union has created the ‘Business Insurance Program’ to eligible businesses in the district, requiring a middle-class business license for participation. Notably, regular working-class businesses licenses are excluded from the program due to their differing nature.

To enrol in the programme, a prospective business must liaise with a Worker, who will then establish a report and escalate the request up the hierarchy. A Senior-Worker will conduct a comprehensive ‘risk assessment’ by visiting your store, scrutinizing the premises, and evaluating your security measures for your stock, doors, and windows. The findings from this assessment will create a tailored weekly premium.

In the unfortunate event of a theft at your store, the program provides the possibility of receiving up to a 75% reimbursement for stolen goods. However, it is vital that a record of your current stock is held for the reimbursement. Following such an incident, a Senior-Worker will revisit your business to conduct a re-assessment of the risk factors, and if deemed necessary, adjust your premium.

A business can also gather ‘Claim-free weeks’, this is designed to reduce your premium the longer your business goes without filing a claim, creating great potential for savings the business. For instance, if your initial premium is 10 Tokens, and you manage to avoid any claims for 4 consecutive weeks, your premium can be discounted by 5 Tokens, resulting in a reduced premium of 10 Tokens.

Work Permits
For a citizen to work in any Union-sanctioned establishment, one must have a valid work permit. A work permit can be obtained by the community uplink terminal and is finalized by at least an Intern of the Civil Workers’ Union. The costs for this license are 2 WorkForce coupons, business owners are not required to own a work permit, as their business license doubles as one.

Gambling Licenses
If a business owner would like to establish gambling practices in their Union-sanctioned establishment, a special license is required. This license must by acquired by the community uplink terminal and finalized by the Civil Workers’ Union and requires a middle-class citizenship. The costs of this license are 5 WorkForce coupons, and a tax of 10% on all winnings must be paid towards the Civil Workers’ Union.

Workshifts


Workshifts, also referred to as work cycles are commonplace throughout the day, it consists of manufacturing goods, or conscripting civilians for any labour functions deemed necessary.

It is important to note, that Working-Class citizens are required to attend workshifts and that not attending one is grounds for prosecution, Middle-Class citizens are authorized to ‘skip’ one in return for a Workforce coupon, and the attendance of Upper-Class citizens is discretionary.

After the termination of a workshifts, all participants as well as any supervisors are rewarded with a single workforce coupon each, an additional coupon may be awarded to citizens who have shows exemplary performance during the shift. Similarly, a coupon may not be awarded if deemed appropriate by Civil Protection.


Workshifts are broken into two separate categories to differentiate their prominence and use;
  • Production Shift - A standard workshift that involves the production of goods, typically through the district’s local warehouse, such as ration packets, consumables, and more.
  • Labor shift - Labor Shifts typically involve physical work, such as repairing something, moving shipments, construction activities, imports and exports, etc.

Oversight
There is no maximum or minimum number for citizens in a workshift, however bear in mind the accessibility of tools and the number of supervisors, there must be at least 1 worker and 1 Civil Protection officer present.

NOTE: In the absence of Civil Protection’s attendance to oversee the shift, the Civil Worker must award the participants with coupons from his or her pocket which will be refunded at a later point once a Civil Protector becomes available.

District Stock Access

District Stock is split in two: HQ Stock, and Warehouse Stock.

HQ Stock is any stock stored inside the storage rooms of the headquarters building in the middle of the district. All workers have access to this stock, for selling items to business owners, selling items directly to citizens, restocking machines (Ration Dispensers, Payroll Machines, Vending Machines, etc), and more. The HQ Stock only contains a few of the district’s available resources.

Warehouse Stock is similar to the HQ Stock, but only Foremen and above have access to it. It contains all items and resources currently in possession by the district and is typically used for restocking the HQ Stock and accessing heavier shipments such as stoves, barrels, machines, etc, as well as storing the district’s physical funds.

Both of these stocks have their individual Access Logs, typically in the form of a notepad pinned somewhere nearby. If they are accessed for any reason whatsoever, the activity must be appropriately logged.​

Stock Distribution

District Stock is primarily sold to owners of a Union-Sanctioned Establishment to supply their business. However, following a recent directive, the Civil Workers’ Union now sells stock directly to ordinary citizens, albeit at prices marked up to 50%.

Stock distribution, at least for Interns and Senior Workers, will mainly be done through the HQ Stock. If unavailable for any reason, a Foreman or above must be alerted to take over the situation and distribute stock directly from the Warehouse Stock.

Any income received from Stock Distribution (ie selling to businesses) must be stored inside the Warehouse Stock. If access to the Warehouse Stock is unavailable, it must be safely stored in a designated token cabinet, or the Director’s office.

Stock is sold to Business Owners for default price, but ordinary citizens are also able to purchase it, albeit at a marked-up price of 50%. Civil Protection & the Interim Global Authority may request stock for no charge.​

Rent Collection

Businesses must pay rent to the Civil Workers’ Union to maintain their license at the beginning of every week. The rent amount depends on several factors and is negotiated at the registration time of the business. For an exact rent amount for each Distribution Block, consult the relevant sheet in the organization’s spreadsheet linked above.

To collect rent, simply reach out to the business owner (or any of their managers, if any) and ask them about it. Alternatively, they may reach out to you directly. Rent cycles every Friday.
After you collect the required tokens, leave them inside a designated token cabinet, in the Director’s office, or directly in the Warehouse Stock, if you are able. Finally, log the rent payment through the form found in the sheet and notify a foreman so the rent status of the business in question is updated.

Should a business fail to pay rent in time (max time of 1 week) their business will be marked for eviction. This can happen immediately, or after a few days, depending on the availability of the Workers’ Union. When evicting a business, make sure to empty out their establishment, and contact Civil Protection to set a BOL for them so they may return their key and their now invalid license papers.​

Certifications represent the training a worker has received, it ranges from basic trainings to optional and specialization trainings.

Autonomous Work-Cycles

Autonomous work cycles are work cycles that start and end on an automated schedule, based on the quotas that have been prepared beforehand. These work cycles are attended by authorized civilian workers and are prepared by members of the Civil Workers’ Union. Autonomous work cycles are always going to be classified as ‘Production Shifts’.

After the quotas are complete, a Civil Worker must collect any items produced and deposit them accordingly. If applicable/possible, a new quota must be set up afterward.
If the quota is incomplete, ensure that no resources or items are missing. If they are, contact Civil Protection.
If the quota was marked as complete but the workstation does not contain the expected amount of items, contact Civil Protection.

When configuring a new quota into a workstation, use short and to-the-point titles and descriptions. Ensure there are no unneeded items anywhere around to avoid confusion and complications later on.​
