A good way to get started is to play Half-Life 2 and observe how the Civil Protection NPCs act. What they do, etc.
Then there are RescoeZ's videos which analyze a lot of aspects from Half-Life 2 and Half-Life Alyx. Here are some good ones that you can watch to learn more about the Civil Protection:

Past that, you could take a peek at our Civil Protection spreadsheet which includes all radio codes, terminology, procedures, and other useful information that are considered vital knowledge for a Civil Protection unit.
You could also just observe how CPs act in the server; what they say and how they act, so you can get a better understanding of the Civil Protection.

Aye I am quite new to HL2RP myself and I'm a CP. It's really about learning yourself and just examining veteran CPs which you see on the server. It may seem hard at first however you will get into it and it'll become much more easier.
Well, I am kind-of still new to HL2RP when you think about it. First Synosis and Lancer now. I don't think it is that hard to memorize that stuff. Like 94 is contrabands. (Note : I don't have a CP char) About the second one, I don't know CP rules but that one is a bit hard. Third one, is where I loose myself. I am pretty sure I can't keep up with the amount of english needed to play as a CP.
