District 2
Chamber of Binders Charter
Preamble
This Charter hereby authorizes and endorses the creation of a District Chamber of Binders, to be run by the Citizenry and for the benefit of the aforementioned group. Membership shall be composed of Citizens from all across District 2 of the rank Working Class and above. In conjunction with the Governor, and with the approval of the local contingent of Overwatch forces, the Chamber is permitted to introduce and pass legislation for the betterment of our collective well-being. This Chamber serves at the pleasure of the Governor, who shall have full authority to conduct and organize its affairs.
Membership Procedures
- Any Citizen of Working Class or above may join the Chamber.
- A fee of one (1) Workforce Coupon is required to gain admittance.
- Prospective members must apply at the uplink terminal, submitting their application and requisite Workforce Coupon.
- The Governor may deny membership for any reason.
- Refunds for denied membership shall not be performed.
- Members who wish to leave the Chamber may resign by delivering a letter of resignation to the Office of the Governor.
- Each member holds one (1) vote in all legislative matters.
Binders
- New members shall automatically be placed in the Neutral Binder.
- Binders, separate from the Neutral Binder, are official groups of members who wish to join together for enhanced coordination.
- Members may join existing Binders with approval of the Binder leader.
- A minimum of three (3) members are required for the creation of a new Binder with a leader being appointed by the members. Deliver a document with all member names and other requisite information to the Office of the Governor.
- Binders are authorized to perform recruitment and outreach efforts, liable to all ordinances that ensure a socio-stable urban environment.
- Binder leaders are responsible for any actions taken by their associates who are acting in their official capacity as Binder members.
- Existing Binders that wish to renew their existence after one (1) month must submit a Binder Renewal Document to the Office of the Governor.
- Binders may be disbanded at any time at the discretion of the Governor.
Legislative Meetings
- Legislative meetings shall be held on a weekly basis every Saturday.
- A Speaker shall be elected at the beginning of the first legislative meeting, to serve one (1) month before requiring another Speaker race.
- Prospective members who wish to become Speaker must submit their candidacy to the Office of the Governor prior to the first legislative meeting. Binder leaders may not run.
- Newly elected Speakers shall be awarded one (1) Social Merit for their service.
- A Speaker race involves members voting on the list of Speaker candidates, with the candidate who received the fewest votes dropping out after each round of voting until two candidates remain, the winner of which round becomes Speaker.
- The Speaker holds no vote but may break ties. The Speaker may also discipline and/or eject members from legislative proceedings for unsatisfactory behavior. The Speaker also determines who may speak and when during legislative meetings.
- Speakers may be removed through a vote of no-confidence, which may be called by any member; a majority vote approving of removal shall trigger a new Speaker race.
- Prior to each legislative meeting, members may submit proposed legislation to the Office of the Speaker, which shall be made available for each member’s viewing.
- Legislation must be proposed at least one day prior to a meeting, or published well in advance.
- Publishing legislation in advance grants an advantage to the author by enabling them to discuss the bill with their peers in an unofficial manner before official voting takes place.
- The Neutral Binder may not propose any legislation, but may still vote on it.
- During this stage, the author may also collect signatures in advance, in the event a member of the chamber cannot attend the next meeting.
- Legislation, after a sufficient debate period during the legislative meeting, may be passed into law by a majority vote.
- Signatures may be provided if a member is unable to attend the meeting.
- The Governor and Administrator may veto any legislation.
- Should legislation meddle in matters relating to Labor & Commerce, Welfare, or Civil Protection, the respective Secretaries or Ministers will be required to approve it before implementation. These parties may veto legislation similar to the Governor and Administrator.
The preceding document is hereby authorized and officialized by the Virtuous and Right-Honorable Governor, with the inherent approval and assent of the Distinguished and Righteous City Administrator.
