Collaborator System
Compared to other cities, City Eight has employed a very minimalistic yet powerful Collaborator-Class system which encourages the workforce to improve themselves to increase their social status in the community.
The Collaborator-Class system uses ‘Social Merits’ to track the progress of one’s ascension in social status. Due to the minimalistic nature of this system, Social Merits are administered very sparingly by Civil Protection, with only a handful of cases where their administration is warranted.
Here are some common cases:
- Saving or aiding in the preservation of the life of a Government Official (Upper Class, Civil Protection, Global Authority, Faction Directors, etc)
- Assisting Civil Protection with a critical task
- Reporting a Socio-Endangerment Level Five (or above) violation
- Preventing a Socio-Endangerment Level Five (or above) violation
- Turning in High-Tier contraband
- Turning in 10 WorkForce Coupons
- Owning or working at a business when it was deemed the best business of the month
- Achieving a high-ranking position in a Union (CWU, AMH, IGA)
Minimal-Class

Minimal-class citizens are citizens who have committed a crime or have wronged Our Benefactors in some way that is not significant enough to warrant Off-World Relocation or other means of punishment. They are past the bottom of the barrel and are essentially the filth of the streets, with what little rights they originally had as Working-Class being stripped away.
Minimal-Class Citizens have:
- Mandatory Standard Workshift attendance
- Mandatory Priority Workshift attendance
- No Ration Distribution
- No Housing Allocation
Working-Class

Encompassing a significant proportion of the population, Working-Class citizens are the main driving force of the regime. They are the primary workforce for everything, and they are subjected to squalorous conditions, minimal rationing, and severe prejudice from Civil Protection. They are essentially the ‘bottom of the barrel’, save for criminals and Anti-Citizens.
Working-Class citizens have:
- Mandatory Standard Workshift attendance
- Mandatory Priority Workshift attendance
- Working-Class Rations
- Work Permit purchasable from the Civil Workers’ Union
- Business License purchasable from the Civil Workers’ Union
- Permission to join the Civil Workers’ Union for 2 WorkForce Coupons
- Permission to join Amaria Healthcare for 2 WorkForce Coupons
- Permission to join the Chamber of Binders for 1 WorkForce Coupon
Middle-Class

The Middle-Class is a considerable step up from the Working-Class, granting citizens various rewards and additional permissions, including a little less violence from Civil Protection. However, despite all that, they are expected to perform better and their standards have significantly risen; being subject to harsher punishments should they make mistakes that the Working-Class would make.
Middle-Class citizens have:
- Skippable Standard Workshift attendance for 1 WorkForce or Ration Coupon
- Mandatory Priority Workshift attendance
- Middle-Class Rations
- Middle-Class Armband
- Gambling License purchasable from the Civil Workers’ Union for 5 Workforce Coupons
- Permission to enlist for Civil Protection
- Thirty (30) Token reward
- Three (3) Workforce Coupon reward
Upper-Class

The Upper-Class is the ultimate destination for the most aspiring Collaborators. This rank is typically held by high-ranking members of Unions, or those who have made themselves worthy in the eyes of Our Benefactors. However, their great accomplishment does not come without significant drawbacks. Increased surveillance, higher expectations, and possible threats to life are but only a few of those drawbacks that an Upper-Class citizen may experience.
Due to the importance of this Class, all citizens who wish to attain it must first be approved by their District’s local Governor.
Upper-Class citizens have:
- Discretionary Standard Workshift attendance
- Skippable Priority Workshift attendance for 1 WorkForce or Ration Coupon
- Upper-Class Rations
- Upper-Class Armband
- Sixty (60) Token reward
- Six (6) Workforce Coupon reward
Priority-Class

The Priority-Class is the ultimate, final destination for aspiring Collaborators. This rank is only held by the most elite and highest echelons of society. They have proven themselves to the Combine, and they are treated with the respect that they deserve. However, they are still subject to the same laws and restrictions as everyone else, with their actions being monitored more strictly, and mistakes being treated more harshly, as their expectations are much higher than ordinary citizens.
Due to the importance of this Class, all citizens who wish to attain it must first be approved by their City's local Administrator.
Priority-Class citizens have:
- Discretionary Standard Workshift attendance
- Discretionary Priority Workshift attendance
- Priority-Class Rations
- Priority-Class Armband
- Seventy-five (75) Token reward
- Seven (7) Workforce Coupon reward
