CONSTITUTION OF THE PEOPLE AND THE UNIFIED HANDS OF HUMANITY OF CITY EIGHT, SECOND PREFECTURE


PREAMBLE

The free and industrious peoples of City Eight, at the behest of Global Administrator Breen, do hereby declare their victory in achieving that in which all men strive—that their district and all peoples within hold themselves to the highest standard in the search for equality, justice, and freedom, and that they have found it in their society. In this, they entrust their Governor, Hafsa Nasir, guardian of the district, upholder of safety, and gentle font of security, with the protection of their district and all of those encompassed within, jointly professed in their loyalty to her through the confederated masses congregated therein.

Recognizing that the destiny of all mankind depends solely upon the establishment and perfection of local constituencies and governance, having by long experience learned of the inveterate faults of past regimes and failed attempts at self-regulation, and desiring to take advantage of the season in which our district finds itself and of this dying moment that has restored us to ourselves, free of the ignominious dictates of foreign coercion or domestic manipulation or terror, holding dearer than life, than personal happiness, the political existence, internal prosperity, and external pride of our district as a model to be held up as an example of the shining heights to be aspired to by all lesser members of the species.

Desiring to merit the great trust and deference the Global Administration and Our Benefactors have granted unto us, despite obstacles that may cause passions and stoke instinct and superstition and irrationality within us, we do, for the general welfare, for the establishment of security, for the preservation of our district and its City, with the utmost constancy of spirit, ordain this Constitution and declare it to be entirely sacred and inviolable until rational minds, at the time by law prescribed, by their clear will and consent of the City Administrator, Benjiro Nakamura, recognize a need to alter any of its articles, to which Constitution the further statutes of the present Chamber shall apply in everything.

ARTICLE I
The Inviolable Sovereignty of the Rational Government

Section One: The Origin of Authority
  1. This Constitution shall serve as the ultimate font of law, authority, and stability within the second district of City 8. This Constitution expresses the joint will of the People, in concert with the forces of the State, acting on behalf of the Global Administrator WALLACE BREEN, for the purposes of constructing a society that shall unlock the promise and great ability intrinsic within HUMANKIND in order to join OUR BENEFACTORS amongst the stars.
  2. The People, recognizing the past usefulness of INSTINCT has been long superseded by HUMAN RATIONALITY, do present and entrust the State with the totality of functions and protection of human activity within the District until such time as the populace is prepared to usher in a NEW AGE.


Section Two: The Executive
  1. The EXECUTIVE BRANCH shall bear responsibility for the promulgation, execution, and interpretation of the policies, treaties, and social status and relations within the District.
  2. The GOVERNOR of District Two shall be the highest executive figure in the land, embodying the will of the people and the spirit of the District.
  3. The GOVERNOR shall hold their position for life, or until resignation or removal, and may, in times of voluntary or amicable removal, appoint a successor.
  4. Actions by the GOVERNOR shall be supported by the CITY ADMINISTRATOR, and shall be recognized as an extension of his will.
  5. The GOVERNOR shall lead the executive of the District, and may work with, be supported by, and receive advice from, an appointed COUNCIL of his own choosing.
  6. The GOVERNOR may, from time to time, issue decrees with the full effect and force of law, to be implemented immediately for the purpose of remediating intense issues of great import in such times as when the CHAMBER may not effectively respond.


Section Three: The Ministry of Civil Protection
  1. The MINISTRY shall function under the observation and authority of the global OVERWATCH, as well as the office of the GOVERNOR.
  2. The MINISTRY shall act in order to protect the State, implement security measures, conduct defensive operations to ensure civil safety, and advise the GOVERNOR in matters of defense and societal cohesion.
  3. The MINISTRY shall be composed of REPRESENTATIVES who shall be appointed by the RANK LEADERS and the GOVERNOR and shall serve the GOVERNOR at his discretion.
  4. The MINISTRY will maintain a local defensive security force to enforce the laws, peace, and evolutionary progress bestowed by the Global Administration—the CIVIL PROTECTION GARRISON.
  5. The MINISTRY will operate as the intermediary between greater OVERWATCH forces regionally and the CIVIL PROTECTION GARRISON in the District.
  6. The MINISTRY will ensure the efficient deployment, training, recruitment, and outfitting of the CIVIL PROTECTION GARRISON through close cooperation with the GOVERNOR
  7. The MINISTRY will, from time to time, engage in such operations as to ensure the security, freedom, and unity of the peoples of the District.

ARTICLE II
Societal Organization
Section One: Democratic Management of Resources
  1. The popular will of the people, expressed through the State, shall direct all financial, resource, and other such economic activity within the District, to ensure the continued destruction of BOURGEOISIE DICTATORSHIP and parity among equals.​
  2. The entrepreneurial spirit of the people and the flourishing of the extraordinary, granted it aligns with the goals and priorities maintained for the people by the State, acknowledged as necessary to allow the best and brightest to reveal themselves: PRIVATE ENTERPRISE shall not be quashed without due reason.​
  3. The State, operating as caretaker of the activities of the people, shall have sole authority to, from time to time, regulate, levy tax upon, organize, subsidize, or otherwise bolster or rein in INDUSTRY or PRIVATE ENTERPRISE as deemed necessary for the common good.​
  4. The organization of workers and industries being paramount to the development of a high-functioning and evolved society: The State shall enjoin the industrial armies of the District into legally sanctioned CORPORATIONS, COOPERATIVES, or UNIONS to promote efficiency, productivity, and harmony.​


Section Two: Exemplary Individuals
  1. All peoples holding in communion with their fellow man and in good faith with the laws of the State shall be granted a status as WORKING-CLASS, to celebrate their continued cooperation and global connection with their fellow citizens.​
  2. Those peoples displaying great dedication to the wisdom of WALLACE BREEN and unending service to their fellow citizens and the efforts of the State, as protector of the rights of the peoples, shall be granted a status as MIDDLE-CLASS.​
  3. Those peoples exemplifying the greatest qualities of HUMANKIND and pledging total fealty to the common good in their selfless march to prove our race as worthy for STELLAR EXPANSION shall be granted a status as UPPER-CLASS.​
  4. Those peoples proving critical in the battle against instinct and the most horrid of human vices and evils, aiding in times of strife and peace the State in the ultimate goal of ASCENSION and adding themselves to the growing number of citizens proving our race as worthy to OUR BENEFACTORS will receive due compensation, recognition, and honor for their valor and deeds as PRIORITY-CLASS.​
  5. The classes, their relations, their requirements, their rewards, their duties, and their privileges will be regulated by statute.​

ARTICLE III
Rights, Liberties, Duties, and Obligations
Section One: Chamber of Binders
  1. The will of the people, to be made known at regular intervals and allowed to express their continued improvement towards ASCENSION, shall be established through a BINDER to advise the GOVERNOR and tend to matters of state through the drafting of legislation, creation of committee, and establishment of duties, obligations, and other important matters of state.​
  2. New and continued membership to the CHAMBER shall be determined by rules set forth by the CHAMBER.​
  3. COUNCILORS shall create amongst themselves rules and regulations for meeting, voting, speaking, and other parliamentary matters.​
  4. COUNCILORS shall act in concert as the legislative authority of the District.​
  5. All matters intended to induce or secure change or action outside of the CHAMBER must be granted a WRIT OF RECENSIO, in which the GOVERNOR must ACCEPT, MODIFY & REMAND, or VETO a matter approved by the CHAMBER.​
  6. All COUNCILORS of the CHAMBER shall serve at the pleasure of the GOVERNOR.​

Section Two: Pleasures and Duties of Citizenship
  1. All citizens shall have the right and duty of FREE EXPRESSION, ensuring their voice is heard and the great advancements in the SCIENCES, PHILOSOPHIES, and ARTS are made freely accessible to all.​
  2. All citizens shall have the right to a coherent society and a duty to defeat, through any means necessary, anti-civil elements or actors that may from time to time arise as a result of irrational agitation.​
  3. All citizens shall have the right to a safe society and a duty to report, restrain, reprimand, or otherwise diminish acts which undermine or erode, or attempt thereof, the authority granted by the popular will of the people to the State.​
  4. All citizens shall have the right to a civil society and a duty to maintain their citizenship at least at the WORKING-CLASS level.​
  5. All citizens shall have the right to a prosperous society with plenty for all, and a duty to frustrate, refrain from, and report INDUSTRIAL ESPIONAGE, BOURGEOIS CAPITAL ACCUMULATION, SOCIO-POLITICAL SELF-AGGRANDIZEMENT, and all other forms of disruptive behavior that abridges the rights enumerated herein.​
  6. All citizens shall have the right to a fair society, and shall be judged in matters of criminal or civil liability in all cases by their peers and a rational body which shall determine their guilt.​

ARTICLE IV
AMENDMENTS
Section One: Process of Amendments
  1. This Constitution shall be amenable to change or amendment through a proposal, then a two-thirds majority vote in the CHAMBER, subject to a WRIT OF RECENSIO by the GOVERNOR.
