Following the liberation and enlightenment of humanity from its erosive oppression, The Combine’s influence on Earth has been fully established. While administration methods from the old era are noble, they are unsuited to governing the large remaining human population. To improve efficiency across the globe, the Global Administrator Dr. Wallace Breen, has seen fit to implement measures aimed at increasing local autonomy and devolving limited powers across all sectors, cities, and districts. This allows them to govern in their own way so long as they ensure efficiency, stability, and control at all times.

All previously existing political parties, organizations, systems, and procedures on present-day Combine-occupied Earth have been outlawed. Instead, there are now various legislative procedures, each with its use while drawing inspiration from various pre-liberation elements.

The Interim Global Authority mainly represents a regional publicly accessible body, known as the Chamber of Binders and the Municipal Cabinet. For more information, consult the relevant sections below.

THE MUNICIPAL CABINET OF CITY 8

City Administrator​

The City Administrator is the appointed Administrator of a specific city in a sector. They are responsible for all operations in their city, answering directly to the Sectorial Cabinet.

Office of the District Governor​

The Office of the Governor, alternatively known as the Governor’s Office is the executive head of the district. They are responsible for all operations in their district, overseeing the operations of the varying departments. A Governor may assign a Vice Governor, to act as their top aide.

Ministry of Civil Protection​

The Ministry of Civil Protection is comprised of Representatives, chosen by both the Governor and Rank Leaders. They work directly with the Governor’s Office closely, acting in an internal affairs role while also working with the district’s Rank Leaders to liaise on behalf of Civil Protection and manage the preliminary interview stages of recruitment on behalf of the Rank Leaders. Please note, that while Rank Leaders may be regarded as members of the MCP, they should be treated as their respective entities.

Chamber of Binders​

The Chamber of Binders is the civic entity responsible for dealing with problems and improving the quality of the district by passing laws or executive commands. Members must meet the needs of all citizens in the district, making decisions that affect every resident. For this reason, each Member is expected to bring new and innovative ideas to the Chamber that aim to improve the function of various processes within the district. Almost all citizens in the district may participate in the Chamber, making it a highly inclusive, legislative and administrative body.

Registration Process​

​

Any Citizen of the Working Class and above may apply to join the Chamber. This process can be completed at any of the district's numerous uplink terminals. Once submitted, the Governor or a delegated authority may approve or deny these applications for any reason. Additionally, anyone who wishes to create a Binder must have at least 3 members, submit the paperwork to the Office of the Governor, and include all of the requisite fees if applicable.

Passing Laws / Executive Actions​

To make changes to anything in the district, one just has to ask. If asking kindly does not work, the Chamber can pass laws or executive commands. This is done through meetings that happen at regular intervals where the problems at hand and what can be done to fix them are discussed. The way of vetting bills or requests is up to the discretion of the Chamber, however, typically the way that it is done is by Members submitting the bill(s) to the Speaker, then calling a debate to discuss them, after which, if the majority votes for them, they will be passed to the relevant department heads or organization leads for implementation.​

Global Cabinet
Global Administrator​

The Global Administrator is the appointed Administrator of Earth and is the head of the Global Authority. They are responsible for all operations on the planet, answering directly to Our Benefactors.

Office of Global Advisors​

The Office of Global Advisors consists of several individuals handpicked by the Global Administrator to assist in the governing of Earth, and more specifically the Micro-Management of all Sectorial Cabinets and their Cities.

Ministry of Civil Protection​

The Ministry of Civil Protection is responsible for the defence and protection of every Combine installation, outpost, fortification, nexus, and more, in every sector. They mainly operate as representatives for Civil Protection itself. It consists of the Secretary of Civil Protection and several Civil Protection Councillors.

Sectorial Cabinet
Sectorial Administrator​

The Sectorial Administrator (or Sector Administrator) is the appointed Administrator of a specific sector on Earth. They are responsible for all operations in their sector, answering directly to the Global Cabinet.

Department of Resources​

The Department of Resources is responsible for maintaining a consistent Labour Force; directly managing the children camps that house individuals incapable of participating in society in cities due to their age.

Department of Production​

The Department of Production is behind all the Combine camps & factories responsible for creating products of all kinds ranging from consumables, tools, weapons, equipment, and ammunition.
