Short Description: I think conscript uniforms are a better way to distinguish cwu as they look all like ordinary citizens, besides that, it makes sense since they are people serving the Combine so they need to have something that makes them different in appearance.
You can make it so they can take off their uniforms when they are off duty.

This is something that would have to be done In-Character - not really something fit for an OOC suggestion. Annoy the regional CWU director about it, and if he agrees and imports the uniforms, we go from there.
