
Lying just a few miles outside City 8, District 1's influence, Outland Holding Facility Saisei is the famed and rumored prison facility amongst the local resistance, on the contrary being common knowledge to the city's high-ranking officials. It is a brutalist-style structure rooted deep in the dry flatland and rock, roughly town-sized - and largely built out of the Combine's signature material; galvanized cold, bluish metal. A dilapidated concrete prison block spans around its core, being connected to the intake train directly from City 8. Convicted criminals not worthy of death from the urban metropolis find their way here, having been sent by of one the three districts' Civil Protection.
It still stands erected and operational after 18 years of braving the barren landscape and elements of post-Seven Hour War Japan. The facility's exposure during the tenure of the previous City Administrator was not a problem - as an exclusion zone was established around its perimeter. Any vagrant who saw or closed in on the facility would have most likely been dead or injured by the facility's defences; watchtowers, pulse weaponry, and synthetic Airwatch assets. A raid was never attempted and most likely never will be due to its imposing architecture and stringent defences.
Little is known of its inside operations, especially its lower levels embedded in rock, although one thing remains clear - suffering, experimentation, and labour are the main purposes of this godforsaken hunk of metal and concrete. Those unfortunate enough to be sent here return scarred both mentally and physically, as a stark reminder to not oppose the Combine. Those who do not return are converted into barely human machines of work and war - stalkers, and soldiers respectively.
