Far from the prying eyes of the Combine and its influence lay an overgrown, decaying and seemingly abandoned building in a comparatively rural part of the vast cityscape of what was formerly the Greater Tokyo Area. Upon closer inspection by any visitor, one would find signs of life, a burnt campfire outside, bedding inside and makeshift cooking utensils scattered across the floor. Before there is any chance to inspect the building further you find yourself surrounded by armed individuals clad in all-black clothing aiming their sights at your head.
Resistance members, exiles from City 8, non-citizens and refugees from Terminal 4 all reside within these confines. The Outpost serves as a stopover for refugees but for others, it serves as an operational headquarters to weaken the Combines grip on City 8. Established a few years after the Combine occupation of Earth, the area serves as a gathering of like-minded members of humanity who are bold enough to resist the grip of an ever-expanding alien empire.
The surrounding area provides cover for any Combine patrols that rarely happen by. The main concern for those that reside within is typically not the Combine, but the sprawling Xenian wildlife which has engulfed large swathes of the Outland Zone in the absence of any notable Combine presence. In-turn, however, this serves as the main nutritional supplement for most that reside in this lawless land.
This group and others like it across Earth serve as a reminder of the stubbornness of humanity. The Combine have realised that one cannot extinguish the human spirit without wiping it out entirely.
