Introduction
Now I’ve had my fun packratting around before on other servers, and I don't want to encourage loot RP, as someone who likes to just hang around the sewers I take note of things. In order to facilitate RP while keeping a loot system that seems less strange, I came to offer a few ideas up on fixing the matter. The idea is to replicate a system that would be putting high loot and value more in a epicenter to herd both Union and Resistance into a area while also not creating just loot characters. Now personally as someone who enjoyed exploring this map, and this system in general, there's a lot to do around. Let's get into separating these zones

Street
-Red
Sewers
Deep Sewers
-Black
Trainyard
Beyond Trainyard
Looking at these general zones now labeled, I think it's good to rework rarity, let's start with Blue or our safe area, this area is the Union’s patrolled zone, you aren't going to find a axe, or broken tools just in a alleyway, maybe you'll find some thrown out wrench one day, but mostly this is just litter trash, and thrown away biodegradable(s). This allows your standard muck citizens to have fun with their litter rp, (something I've used personally in the server as a starting point to actions, it does open room between both,) but prevents any questionable past minor contraband.
Next let's go into Red, Red is going to be a sort of wildcard. The Sewers will be open to what is placed there, but I think instead of weapons or high end trash and the likes being here, this should be with a chance-but in the light zone, instead more garbage and waste. Resources; far to long have roamed the sewers pointlessly looking for other people to just stumble upon pouches, ..pouches..and more pouches, it's as if no wants to be here when the RP opportunities are there, like the Japan dudes restaurant shop, but alas not relevant. From there into Black would be higher grade items, the most valued being in the conflict zone. Black would again not guarantee anything weapon like, or even heavy, but it would be here you would have a high chance of finding scattered tools, and other forgotten useful items with the catch being patrols and such primarily.
Why?
Now coming back to it, this may be quite a bit messy looking-however I would like to state I'm suggesting this as a way to facilitate roleplay, I feel it can be impactful, and while yes you can argue people are afraid of being killed already, these people are already in the deepest of the outlandish area anyway so what is the difference, instead of everyone isolating themselves as far as physically possible and just coming out once to look for their rare exotic goodies when no CP are around force people around a spot. Underground citizens and anti’s should have to be doing some effort to survive, and potentially even be forced into fighting over supplies. I honestly feel the underground is just far to scattered, you can make enough for crafting twenty of an item in a hour and if you did have those tools for it, then you would. This makes it just a bit more realistic in the scenarios of survival, you aren't going to find a bloody gun in the sewers, or whatever high end trash. Maybe you'd find a broken one out in the Blackzonie area, but improbable, instead you find those essentially materials and items that can save your life, or could be a tool you desperately needed to do something your character wanted to do. It adds a fear and instills a reason for patrols to occur in that region, and a reason for people to go there. Now again I was tops there was a loot spawning system, but I am not aware of how it works, so if this is already covered and set, drop the topic, otherwise I hope to add this on to stop all the spreading so much in underground RP.
I also want to remind everyone, you don't need loot to do something, and this is just a idea of fixing the current implemented system into a less-packratty scenario. I could go on to saying things like tech trash should spawn in the tech center, or power center, but honestly I think that's silly. Yes maybe you could find some broken tech in those places, but it doesn't make sense from a RP prospective to constantly find it there, vs this sort of canal and train yard hot spot.
