In the wake of the Combine's terrible reckoning of Earth, another entity appeared. What was first thought only to be a standard portal storm over the now-rebuilding Tokyo, soon proved something far worse, far more dangerous, far more vicious.
In the first hour the storm appeared over the city, it claimed the lives of nearly three hundred and seventy-two people. In the second, seven hundred and eighty-six more.
Orders came from the Combine's Civil Authority, a direct message from the City Administrator, "Stay indoors. Shelter in place. Show no signs of life in your residence. Hide."
Though it appeared to be only a terrible storm, it soon proved to be something much more. While an ordinary storm would only claim the lives of those caught in its natural wake, the Great Scourge, as it soon became called by the locals, began to target all it could find. It seemed as though the storm was actively hunting down any living creature--human, animal, xenian--it mattered not.
After 12 hours of relentless attack by the meteorological intelligence, the Great Scourge moved on from Tokyo to prowl the wastes of the Japanese lost zone.
In all, the storm claimed at least five thousand six hundred forty-one confirmed lives, though many more as assumed to have perished, never found after the storm.
Yearly, the city of Tokyo, now City-8, honors August 07th as a day of solemnity for the lives lost to the first assault of the Great Scourge.
