Suggestion: Dynamic OOC Timer

Suggestion: Dynamic OOC Timer scaling with number of players.
Why it would be worth adding: Allows server to have more OOC time at low-pop and allows people to focus on RP at high-pop. Could scale by 5, eg. 5 players would be a 30 second ooc, 10 would be 1-2 minutes, etc.

From the looks of it, it appears that editing the OOC cooldown is a bit restrictive (hence the OOC cooldown removal for supporters not functioning at this time) as long as we are relying on CloudAuthX to fetch the actual code from it from the web, but I'll definitely consider this once I figure out a way around it.

Maybe you could recode // to work like /cp and /cwu does? Then do the cooldown from there
