DEFENDER-4, or O-2 as some call him, was born on November 26th, 1986. Pre-war, he got good grades throughout all of his completed grades/Years, and he'd just finished his exams, and was planning on getting into the police of his native country, the United States, whenever he graduated. That was when the Combine attacked. He lost contact with his family, and they were presumed dead after the invasion, some of the many lives it took. Russell wasn't exactly close with them, either; An abusive mother and a vanished dad led him down the path of what he felt was righteousness. He was indoctrinated into city life after going through a processing camp, given a CID, and all his valuables and belongings incinerated, save for a dismantled switchblade he hid and managed to carry throughout his journeys.
After moving through several cities, he'd wound up in City 17. He worked his way up through the city's loyalist rankings before a transfer to yet another city reset his status to middle-class status. He was moved through a couple more cities, managing to keep up his middle-class status through all of the transfers. He saw the brutality of some civil protectorates, but one officer stood out to him. It was an average-looking CP with a white cloth wrapped around one of his arms. This led to Russell taking it upon himself to apply for Civil Protection in addition to the supposedly better rations allowing him to no longer need to starve anymore. He started out as an RCT, and after going through basic training, and also CQC training, he attained i5 status. He worked hard and attained i4 within 1 week of joining. Some would call him "C4" based on his explosive temper whenever somebody talks rudely to him, though he's gotten noticeably better at controlling his anger.
Through several more transfers, he'd eventually wind up in City 08, which brings us to where he is now, roaming the streets and putting an end to rebellious behavior. His lenient and kind-hearted nature to denizens of the city stems from the kindness that the one officer showed him.

George Lee - At first I despised him due to his association with the Liberated, however, I've come to terms that he wishes to forget the past and move on to the future. After I gave him Vlad's CID as a memento of his former friend, I haven't talked to him since about the Liberated. UNION-6 seems to have either told Lee explicitly who he is or Lee figured it out himself, the clever bastard. Going to try not killing him, despite the fact that he knows the name of a protection team member and should therefore be required to be amputated.
From what I've heard, UNION-6 has "amputated" George. God, I hope he just let him go.
From what I've heard from DEF-5 and U-6, he's alive, somewhere down in the sewer. No clue how he survived the sweep. He's one lucky bastard.

Fucking 6. Got Lee killed in a kangaroo court. He was a good man. Reminded me of Vlad and how he died supposedly.

Jackson Migreosse / UNION-6 - I consider him a great friend. After aiding him with essentially a lot of CDP as his datafile made it seem he was headed down the wrong path , he made the right choice to join the Civil Protection. I'm concerned about his deep vendetta against the Yakuza and his former association with Jack Cole, as that might obstruct his duties. I'm also concerned as he gets blackout drunk if there's ever alcohol he's allowed to consume whenever he's 10-7.
Shit. He's gotten himself in deep by running after that. 'least I gave him the chance to go. Best of luck in your travels my friend.
He's survived a sewer sweep even though we boxed him in. No clue how. He didn't kill any of us either, which is good for him. Means Disp might not care as much for taking care of him. I pray that Migreosse has ended his grudge and doesn't do anything rash.
A traitorous rat. I hope to never encounter him again. Though my only contact with him is over radio.
It was a rash decision to run. I still can't believe Lee is dead.
I still don't understand why the hell he shot me.
Well, even better now, 6 has shot and killed MK(or Hyun according to the CID) while he was burying Judge(Akihiro). It's only a matter of time before he kills his next victim. I'm going to make an effort to put a stop to his murders. For now, remaining with the facade of being friendly.

He has gone dark before I could even get after him. He ratted on Sherry, and most likely the entire resistance. Once a rat, always a rat I guess.
He did nothing but try to protect himself and be loyal to the Union. Good riddance. I don't know why I ever stuck my neck out for you.

Hyun 'MK / HK' Ki: A victim of Jackson. They were killed while burying Judge's body, which was scummy of Jackson. I suspect they were a member of the Yakuza like Akihiro was. He seemed like a decent guy.

Sherry Schoffield - Ratted out on by 6. Seems decent and dependable.

Akihiro 'Judge' Takahashi - You killed yourself. Not sure why. You should've told us what you suspected straight up. He was suspicious to me, seemed like he always wasn't telling the whole story.

Chiao Liu / DEFENDER-5 - Another friend. Not much to say about her besides the fact that she might be an up-and-coming alcoholic like Migreosse.
She's proven herself to be trustworthy. As long as neither of us mentions our relationship with U6 now, we'll be fine.
Things are gonna be complicated between DEF-5 and I, what with U6 fucking betraying me.

She better not shoot me if she sees me.
Previous statement still stands even with Jackson’s death.

The Universal Union - I find it regrettable that the Union has invaded, however, it's probably best to make the best out of it and at least try to fulfill my lifelong dream of being a police officer, even if it's not the type of police I'd have initially thought myself into. I consider the force generally just to be stopping people that are stupid enough to try and commit crimes and also get caught at the same time.
I wish they weren't here. None of our problems would be here then.

Civil Workers Union - To me it just seems like a big pyramid scheme. Where the hell do the coupons go when they enlist, anyways? What does it matter? Not ever going to be allowed in the city again.
The Yakuza - Sure, they haven't committed any crimes(yet), but it's only a matter of time before a riot starts or something else due to a fiasco between them and another anti-civil group. The fact that they chose to use an organization's name from pre-war is hilarious when you remember that most of them are either dead or relocated. From Sato's interrogation, their numbers seem to be around their lowest right now.
They must've done something with 6. He seemed buddy buddy and even speaks Korean now. The damn fucking...
I still despise them but they had nothing to do with 6, I'm pretty sure.

I don't blame them for starting a war against the Liberated. Some of the Liberated members are just... nuts.

Congress / UAB - I've never seen a meeting in-person and hope to keep it that way. Whatever they do in there seems to be working in favor of the citizens at least. What does it matter? Never going to be in the city again.

LINE-6 - I consider him just to be a superior in the way Dispatch is. I've not seen any major humanizing emotions emitted from him even behind the Nexus walls. Scratch that about not being humanized, he gave me his gun since I accidentally incinerated mine after U6 killed Sato. He never said a word about it after. They'll probably shoot me considering their rank of RL, meaning they'd have gotten several mem-wipes by now. No doubt I might've been in one of them.

The Liberated - Unsure how to feel about them. Jackson's joined them so I guess they'll be accepting anybody. Since Jackson's established leadership with a Yakuza member(at least I'm pretty sure, he's a Jap so it wouldn't shock me), I'm sure they're trying to paint a bad picture on me.
I guess I'm a member? Not sure. Jackson surprisingly has pulled a favor, though I'm not trusting him.

Remind me not to try to become the leader.
DEFENDER-4's turn to the resistance was unfortunate, however, with his death, we believe we have terminated a notable member. He was most likely going to lead a new rebellion, with riots and all. His interrogation proved nothing of use. We will be sure to give the proper amount of CDP to the officers involved.

Didn't the Combine invade in the year 2000, making 0-2 10 years old at the time?

they invaded in 200-, the last year being whichever year between 2000 and 2009. I interpreted it being later as in 2007-ish.
It's 2001

Ah yes, the Yakuza the Korean gangsters.
