General IGA Changes

Suggestion: Modify the new IGA in the following ways.

  • Merge the department of labor, treasury and commerce into one department due to similar tasks. If you also include the Welfare department as well you can just call it Civil Services and make them about the general administration of the District.
  • Merge sector and continental cabinets into Regional Administrations. These can cover regions of Earth, such as ‘Western Europe’ or ‘Central America’ and so on. Cuts down on clutter in the hierarchy of event chars.
  • Properly define the powers of the District Governor over the Congress, their power to make laws/modifications, their ability to effect the Congress and their involvement in legislative proceedure if any. As well as how they are selected.
  • No Deputy Global Administrator. One is mentioned in the hierarchy, and there’s no need due to the fact there won’t be some Wallace Breen replacement wannabe or I will stab Aspect on the streets at exactly 7 PM
  • Also I like the red theme for the IGA and Congress. Keep it for Helix.
Why it would be worth adding: cutting down on clutter in the IGA system and making everything more clear.
Necessary content: Representing said changes on the Server, changing the document.

it fits our union faction system: department of labor oversees the labor division of the CWU, department of commerce oversees the commercial division of the CWU, department of treasury oversees the budget of all Union factions in the District, department of welfare oversees the CMU
plus it's a good way to introduce more UAB IGA positions, ones that players can actually apply for and take without having to be SA/faction management
though one could argue that the CWU divisions aren't used much at all, so it's either we assign everyone to a division and keep responsibilities strict, or merge Commerce and Labor into one department

event chars are characters that get created and introduced for the purpose of an event
meaning we don't need people to constantly fill that role and work in the IGA, so there isn't really much "clutter" at all; we probably won't even see the continential/regional administration in-game ever
also sectors are already canonically a thing (both in Lancer and HL2), so changing it just wouldn't be worth the hassle
though i suppose "Continential" could be renamed to "Regional", it sounds way better

yeah i'm pretty sure Aspect forgot to put this into the IGA guidebook, but it was a thing before
basically the District Governor has the power to choose the Congress speaker (iirc), and veto any bill proposed by Congress, pretty much like an irl president

i agree that the position of Global Administrator could be more democratic; instead of having a random person pop up if Breen dies, we could make the entire Global Cabinet work with the Administrator, and vote to replace him when he dies

basically the District Governor has the power to choose the Congress speaker (iirc)
Speaker is now chosen by the current month's Congress. He/She changes every month along with the Congresspeople.

As for vetoing bills, the Governor can do that, but it will depend more on the actual secretary of the department that is affected by the bill - so say if there's a bill that affects labor and the SoL doesn't like it, he or she can just veto it then and there (or the Governor can veto the veto).
Essentially just adds more interaction between people.

I'd suggest the latter if this is the case.

Locking workers to certain fields of work by division instead of allowing them to work freely is just bureaucratic nonsense. It's not worth introducing one more secretary to prohibit this.

As for the Department of Treasury, unless you plan for there to be a simulated budgetary restriction for the district that'll be represented ingame that'll need to be worked around it's a virtually meaningless department.

Regions differ from Continents, so that'd fundamentally change the literary meaning of the organisation. Just saying, even tho this effects virtually nothing.

As for Sector being a canonical administrative division in HL2, they are literally mentioned as 'Sector 17 Overwatch' in one voice line. In C17. It could just be Overwatch speak for City, so...

We plan for the DoT to give each 'organization' so to speak, at this time being cwu and cmu, a set amount of tokens that they can use to carry out their objectives. This budget can be changed at will by the SoT per request of the organizations or through a congressional order ('order' being more of a request than anything, but if it's ignored or denied for no good reason there would be higher repercussions than if it was kept under wraps, eg just some councilor asking for it in private or something)

So the secretary of treasury, a player, has full control over this very important thing with no limits on how much they can or cannot provide.

I'd give them some sort of working limit.
