I'm aware of this bug already, unfortunately I'm not sure how to combat it. I THINK it happens because the origin of the items is outside the world so they get auto removed, but I'm not sure.

To be fair it does say "Request Civil Protection" in the prompt for the message... I mean, I guess I could put it in caps, but I think this was just a one-off of you not noticing, which can happen I guess.
