Denied Black Market Traders

Suggestion: There should be a black market trader that allows you to swap certain shit-tier items for more useable items. Instead of solely relying on crafting there could be a NPC or event trader that can take particular goods and make them into something else. This would also allow the use of drug production to be utilized more effectively. While understandably people in real life like to take drugs, players in this game aren't really willing to spend their hard earned goods to get a funny effect.
Why it would be worth adding: It gives objectives to rebel groups so that they can better prepare themselves for actually being a resistance. By supplying an objective instead of just "get guns" and "rob cops" there can be other ways to provide passive rebel RP. Like growing marijuana, or scavenging for items that are typically worthless but can be used effectively by the right people. If we want rebel RP to thrive we need to give them an outlet to allow them to passive roleplay while also not just hiding in the sewers. If the entire resistance is based on random luck with finding a melee weapon then the game becomes long and boring with no objective be set by the players.
Necessary content: In-Game NPCs and "Drugs" addon.

I can see why getting drugs would be a neat idea for some PassiveRP, but in a post-Combine world, I doubt there'd be anything stronger than any plant-based drug. Considering that the UU's occupied the Earth for (what I believe to be) about 2-7 years, they grow unquelled(at least for city outskirts), meaning that weedRP and opiumRP is valid.

Also rebels don't do muggings on cops when on LN.

Drugs are an already-planned feature, although we will not be adding NPCs / NPC Vendors to the server. We'd rather have the Black Market System be completely managed by the players themselves. A low-tier black market dealership was already managed to be set up by players with 0 staff interference, so it is definitely possible. That being said, we (MAY) bring in event characters that give a jolt to RebelRP from time to time, although don't take my word for it - we still need to work out the specifics.
