City 140, located in Amsterdam: The city has been repaired enough by Human and Synth construction workers, so the place looks like a Neo Combine overworld base, The only city on earth to actually be fully repaired in every district and block, The city has barley any resistance as the citizens are treated well unlike it's neighbors at City 160 with good food and lifestyle, This is one of the city that has the most happiness in Western Europe.
Central Station - Amsterdam. Now used as the Nexus in the city due to it's many train tracks and way to transport.

2: The inner part of the city. Most residential blocks are here along with the great combine technology. It's the most lively place due to the many shops and bars in this part of town. Close to the Nexus, so the Combine can intervene as quickly as possible. Again, this city is the second happiest place on earth to be. So an intervention is not likely to happen.
3. The outskirts of the city, mainly developed for workshifts and other labour. Many of the warehouses are stationed here, along with an APC garage in a hidden location.
Due to the many tram tracks in the City, the combine was able to make fast transport ways through. Making the big city of Amsterdam easily accessible after being /rebuild/ to city 140. After the heavy loss of water levels, the canals would be less accessible, though the combine repurposed them.
Outside of these sectors is the old economic district. Large office buildings and old bank headquarters are now used as UAB offices and other important buildings for the Universal Union to use.
