"The purpose of this act is to provide citizens with a way to contact the authorities in the event of an emergency and to distribute them useful information that they would otherwise be required to contact the Civil Protection in order to acquire. More specifically, this act requests the Civil Workers’ Union for the development of a modern wall-terminal for citizens to use. Below are more details on what the aforementioned device should be able to do."

BILL CLAUSES (TERMINAL FEATURES):
"Contact Authorities - The terminal should have the ability to contact civil protection teams in an instant. While request device do exist for that sole reason, some citizens neglect them and do not acquire them for their own reasons - having stationary terminals would allow people to contact the authorities no matter what."
"Distribute CDP information - A lot of residents take up the time of civil protection officers to ask them how many Civic Deed Points they have, when they could be elsewhere, doing something else like stopping a crime. Allowing the terminals to display a citizen’s CDP amount should dissolve this problem."
"Information & notice distribution - In addition to the two features above, the terminal should also be able to display news, notices and information to citizens. This would dissolve the need to put up papers on notice boards or making repeat broadcasts for reminders, if there ever comes the need to do so."

"The purpose of this bill is to help citizens launch their career more easily and advance in the society in a more efficient manner. This bill introduces 3 ways of doing this - by increasing token distribution in ration packets, decreasing the amount of WFCs required for a CDP and decreasing the business rent from 75 tokens to 50."

BILL CLAUSES:
"Increase of Token distribution - Increase the amount of tokens distributed to citizens through rations. Specifically, change Working-Class token amount from 5 to 10, Middle-Class token amount from 10 to 20 and Upper-Class token amount from 20 to 30. We have plenty of tokens in storage available to distribute to the populace, and this will help people get along easier."
"Decrease WorkForce Coupon Trade-In amount - Decrease the amount of WorkForce Coupons required to exchange for a Civic Deed Point from 20 to 15. Many people have requested this, and their loyalty shows by their dedication and participation in Work Cycles - there is no need to require 20 WorkForce Coupons for this."
"Decrease business rent - Many business owners state that it is difficult and often not profitable to run a business due to the prices of the stock that they wish to purchase and then sell. As we cannot easily decrease the stock prices, we can help by decreasing the business rent."

"The purpose of this act is to renovate and improve Residential Block 3, to bring it up to standards with the rest of the Residential Blocks in the district, for more resident comfort."

BILL CLAUSES:
"Clean Residential Block floors & walls - The floors in Residential Block 3 are filled with dirt, rubble, and other junk. The first action is to clean those out in order to enable us to move forward with larger changes and renovations. While cleaning the floors, we should also focus on the walls with a new coat of paint and the removal of some graffiti and posters."
"Wall & Floor replacement - Some floors and walls are broken and need replacement in order for the apartments to function as intended. Specifically, the apartment on the first floor needs a new wall and the floor at the top floor needs replacement as it is broken. This includes the ceiling in the lobby area of the residential block - it needs replacement."
"Lighting improvements - The lighting inside Residential Block 3 can be described as very poor to perhaps even non-existent in some areas and floors. This can be a cause of the wiring or perhaps the light itself - it needs replacement."

"This bill would help spice up the recreational opportunities of City 8, granting access to hand-picked businesses to operate games of chance. This would also help the numerous establishments in the city by creating a relaxed and exciting atmosphere where citizens and Union officials alike can enjoy a game of chance with the people closest to them."

BILL CLAUSES:
"Gambling permits - Permits shall be distributed to trusted establishments only. These establishments must prove that they operate completely within the confines of the laws and regulations passed by City 8 congress as well as other official Union legislative bodies to be considered for a permit. The owner and staff of the business must also be trusted individuals of the community. The permit shall cost 5 WorkForce coupons and is permanent as long as the establishment, as well as the staff, stay in the confines of the law. The application process as well as the distribution of permits shall be in the hands of the Civil Workers Union."
"Game rules - To combat the possibility of cheating in games meant for chance, the owner of a permit must list all the games played at their establishment on the application of the gambling permit; The games listed on the application shall be included in the permit itself. No games shall be allowed that are not based on luck or the skill of the player (examples of permitted games being blackjack, poker, and coin-toss) - This is to enable a fair and enjoyable experience for the players, and eliminate any sabotage by the establishment."
"Currency - Only tokens will be allowed to be gambled. This is to prevent the gambling of WorkForce Coupons, clothing and food as they are basic necessities."

"It has come to recent attention that underneath City Eight, in the sewers, an infestation of Xenanian flora and fauna has been growing and spreading drastically. This has been reported by direct eyewitnesses and in the paper “The Rinsha Times”. This could pose a serious threat to city infrastructure and control if not properly eradicated and controlled in the future. Proposing the following clauses would help solve the emergency at hand."

BILL CLAUSES:
"Organization - In order to combat this threat, a new organization must be formed inside the Civil Workers Union dubbed Infestation Cleanup. A cleanup crew to clean up the current and future infestations (If any). This organization shall be equipped with all the proper equipment such as cleanup solution, Proper hazmat gear, Proper tools, and armed supervision during the shifts mandated in the sewers. Senior-Workers will be granted and may be required to complete the Xenanian flora cleanup course which will give them certification for running cleanup workshifts."
"Immediate Measures - Immediate measures would call for the infestation to be cleaned up right away without delay. Importing the required items if they have to be. It might take several weeks before the infestation is fully cleared out along with an extra week of monitoring if needed to be. It would call for the blocking of the areas in the sewer so our workers can do their work without being disturbed. Armed Civil Protection officers should also be present during this to ensure shift safety. Perhaps the arrest rule should be lifted down there for any passersby that are encountered."
"Future-Proofing - For the city to be future-proofed a good supply of cleanup equipment must be stored in the district. Along with training as many workers as possible on how to deal with said situation. Perhaps bi-yearly or quarterly checkups should be done as well to ensure safety."

"Following the unfortunate, disastrous event in the city, a number of workshifts were required to take place in order for the city to be returned to its previous, functional state. Alas, several individuals were exempt from the work cycle due to their citizenship status or their congress position, and the workshift was under-manned, resulting in lowered efficiency. This bill will add an exception to the upper-class and congressperson exemptions to allow for vital shifts to be completed more effectively and efficiently in the future."

"It is widely known that businesses are one of the primary, if not the most important driving forces of our city’s economy; a major cog in the machine that keeps it afloat and functional. The Civil Workers’ Union has seen fit to entrust ordinary citizens who have obtained a Work Permit and a Business License to run said businesses - something that is oftentimes uncommon in other cities and is one of the defining factors that make our city stand out from the others. However, there come times where the Distribution Blocks are misused and oftentimes do not serve the purpose that they were originally meant and designed for. While they may still pay their obligatory weekly rent in order to preserve the validity of the Business License, they may not be utilized at their fullest potential and therefore do not benefit the economy as much as they possibly could. This Bill enables the Civil Workers’ Union to take action against this issue and solve it by forcefully evicting the Business owner from the Distribution Block."

"Although civilians are detained and arrested every single day, they do not always know what the cause for their arrest is: how they transgressed and violated the Universal Union's laws. In many cases, civilians would commit less transgressions, if they were informed of them beforehand. The Availability of Transgression Information Bill ensures, that all civilians have a way of knowing, what they can and can not do, which areas they are not allowed to enter, and for what reason they are being detained. Informing the populace of the transgressions beforehand may reduce the crime levels in City 8. "

BILL DESCRIPTION:
"Request Devices are one of, if not the most useful at a civilian’s disposal to ensure their personal safety, and the safety of those around them. Request Devices can be used to contact Civil Protection directly in the case of an emergency, such as witnessing a crime of any sort, or in the event that they feel threatened. That being said, there is a ‘template’ of sorts that can be used by the individual issuing the assistance request, that being their name, their location, and the exact nature of their nature. However, more often than not, requesters fail to follow this format, not providing a name or even a location for Civil Protection Officers to use to respond effectively, often resulting in either in the witnessed crime not being intercepted in time, the individual under threat getting harmed in some way, or the requester getting charged and punished for prompting the officers to search for them. Furthermore, rumor has it that there have been cases of malicious individuals utilizing request devices to flood the request feed of Civil Protection Officers, hindering their ability to carry out their duties effectively. This act changes that, making the Request Devices act more like the new Civil Terminals."
