Suggestion: Adding some very bad armor, maybe giving a bit of headcrab protection. Extra note before writing the crafting requirements etcetera, it would be good if the armor is visible, helmets are going to be visible of course but body armors should be noticable or visible under all circumstances, you can change it if you want to.
NOTE : Since crafting skill can't be increased, they are all based on the start menu creation.
Metal Plate : A plate used for different recipes, doesn't have much uses other than crafting armor for now.
Recipe :
-Hammer
-Heat source
-7x Metal Pieces
[EXTRA] - Minimum 5% crafting skill.
Basic Helmet : Offers protection against melee weapons and designed against melee weapons, sewer and canals dwelers knew most of them are armed with blunt weapons.
Protection value : Since I do not know how it works, 10 against blunt and 5 for sharp.

-6x Fabric (Inner coating)

[EXTRA] - Minimum 10% or 15% Crafting skill.

Homemade Gloves (Fingerless/Normal gloves) : Sewers and canals can be dangerous and people decided to protect their hands from various dangers. In the end, they ended up with normal OR fingerless gloves. (Your decision here Aspect.)
Protection Value : None, gloves don't have protection values as I know.

-12x Cloth
-6x Fabric
-1x Zip Tie/Rope (If you ask why, to tie the gloves when you wear them so they don't fall off.)

Why it would be worth adding: The sewers are growing and the only way to get a bit of protection is to mug a CP, which is quite hard and risky. By adding some armor, even if it is very, very bad it would be useful to have something like it. It won't bias rebels too much and hey, CWU can use them too. (As hard hats and body protection if needed.) Another thing, all of the armours are visible.
To make S2RP or S2K engagements more fun, and dying a small chance. Basically, makes it a bit more fun CP's/OTA and Rebels at the same time.
