Following the 7-hour-war, Saitama was shelled to the ground with headcrab canisters in an effort to drive away any resistance, insurgent, or even military groups that were operating in the area. Unknown to the Combine at the time, by doing that, they worsened the condition of the city and made it even more inhabitable.
The Combine deployed Overwatch squad after Overwatch squad in an attempt at re-stabilizing the city for urban use, losing contact with anyone who entered its premises. Alas, the Combine abandoned their plans with the location and left it to rot and be forgotten about.
Several insurgency groups made an attempt at settling in the city and scavenging it for useful supplies, unknowingly walking to their death.
With large, nest-like structures inside the apartment buildings and other locations of interest within city bounds, infected with zombies and other malicious creatures, Saitama got its new nickname - The City of the Dead.
