How would you exactly display to the player that a recognition is/has decayed? Should they just become unknown after a few days? Should letters or words start disappearing? Should question marks appear at the end?

This is unfortunately an issue that has plagued HL2RP for over a decade, not just Lancer... I don't think it will ever fully go away, no matter how hard we try.
In that case, I suggest you fill in our roleplay quality report form with the names of CPs who you feel behave unrealistically like you described, so the QC team can investigate and understand exactly what sort of behavior falls under what you mentioned.

I have no interest in having a crafting-level system at the moment; I feel like that gets too close to RPG territory. It wouldn't be too hard to simulate something like that by making more important items harder to craft instead, as is the case...
